THEMA is supporting the county council in establishing this knowledge base. The state planning guidelines for climate and energy planning emphasize that municipalities and county councils should stimulate and contribute to reducing greenhouse gas emissions through their planning. One option to comply with this requirement is to develop a separate climate and energy plan.
Trøndelag County Council has chosen to create a knowledge base on the energy system in Trøndelag to define a shared starting point for their work on the energy plan.
THEMA has coordinated the work on developing this knowledge base, along with a resource group of several relevant stakeholders representing different parts of the energy system in Trøndelag. These stakeholders include Statnett, Tensio, Statkraft, Aneo, NTE, and RENERGY.
The knowledge base gathers available information and compile it to describe the current situation in Trøndelag and future development trends. The main drivers are as follows:
- The electricity consumption is expected to increase due to the need for reduced climate emissions and increased electrification
- There are limitations in the grid capacity to meet the increasing energy and power demand
- Energy efficiency is a sensible and crucial measure
- It will be challenging to meet future demand, reduce emissions, and expand the grid sufficiently by 2030
The knowledge base quantifies emissions, electricity consumption, and electricity demand, potential for new production, flexibility, and energy efficiency. It also describes social dilemmas related to the development of power infrastructure and the possible roles the county council can play in supporting the development of renewable energy and thereby achieving long-term emission reduction in the county.
